This is what the hat will look like. You see, you get a cone-shaped rectangle: pointed on the left, straight on the right. The crown does not need to be pulled together, it will immediately be formed thanks to the shortened rows.

Answer to question 1: the last stitch is left unknitted after we wrap it around and turn the knitting back. And in the next row, we again begin to knit the next wedge, not knitting 6 p. And so on. Answer to question 2: in order to get a hat shorter in height, you need to dial a smaller number of loops. For example, not 45, but 32-35.
