Workers are provided with protective clothing, which includes special shoes and equipment. Until 2006, this unified uniform had several versions and was issued to employees of the Ministry of Emergency Situations for experimental wear. In 2006, the Department of Logistics and Armament, together with the manufacturer, subjected a special set of employees of this department to modernization. In the production of workwear, membrane materials began to be used, due to which the uniform is not blown out, does not get wet, does not interfere with air circulation and retains heat for a long time. The introduction of new types of workwear occurred gradually, as old stocks were used up. The modern uniform of the Ministry of Emergency Situations was presented at the exhibition “Integrated Security” and represents 30 types of clothing suitable for various situations.

Types of form

Employees are equipped with special clothing, which can be:

  • Front door. This uniform is intended for combat and non-combat wear. It can be winter and summer.
  • Casual. The approved Rules for Wearing Uniforms and Clothing No. 364 dated July 3, 2008 allow the use of this uniform, like the dress uniform, in and out of formation.

What else is indicated in the Rules for Wearing Uniforms and Clothing?

According to Federation Order No. 364 of 2008, depending on the ranks, employees are assigned insignia (plates and stars), the basis for which are the shoulder straps of the Ministry of Emergency Situations. The ranks of the internal service in the Russian Federation are identical to the signs. The rules contain a detailed description of each element of the form. In addition, the document states at what distance from each other the insignia should be located and how they are sewn onto the shoulder straps of the Ministry of Emergency Situations.

What are shoulder straps?

Shoulder strap is a rectangular product with insignia located on it. These signs are:

  • stripes;
  • gaps;
  • stars;
  • chevrons.

Rank insignia can be located on the collar (buttonholes) or on the sleeves (sleeves).

It is easy for an inexperienced person to confuse shoulder straps with epaulettes. The difference between them is that the shoulder strap is a rectangular product and is sewn at one end to the shoulder seam, and at the other end it is fastened with a button to the collar. The epaulette is a circle with a fringe. Its fastening to the mold is carried out using a special valve and counter shoulder strap.

Where are they used?

Shoulder straps in many states are indicators of the rank, position, and official affiliation of the owner with law enforcement agencies, paramilitary forces, departments and organizations. Today, many government agencies, in addition to the Armed Forces, use shoulder straps: the Ministry of Emergency Situations, the Ministry of Internal Affairs, the prosecutor's office, the tax and environmental services. It is not difficult to remember the location of the decals. The ability to “read” shoulder straps will allow you to correctly address a serviceman.

Shoulder straps of the Ministry of Emergency Situations of Russia

The employees of this ministry are equipped with special clothing of the established standard. The summer and winter sets have the symbols of the Ministry of Emergency Situations of the Russian Federation. The shoulder straps of the Ministry of Emergency Situations for foremen and sergeants of the internal service are distinguished by the location of the insignia on their surface. Sergeants have shoulder straps with plate-strips located perpendicular to the longitudinal center line. The shoulder straps of the EMERCOM foremen are equipped with plates that stretch along the longitudinal center line. There are also metal emblems that are golden in color. The emblems are placed along the center line. Their distance from the button should be 0.5 cm.

What do cadet shoulder straps look like?

There are no insignia for enlisted personnel. The shoulder straps of the cadet of the Ministry of Emergency Situations are equipped with golden longitudinal braid along the edges. They stretch along two edges, with the exception of the upper and lower edges. The letter “K” is a mandatory attribute that cadet shoulder straps of the Ministry of Emergency Situations have. The photo below shows the design features of the shoulder straps of cadets of the Russian Ministry of Emergency Situations.

Where are shoulder straps worn?

For wearing shoulder straps, cadets are provided with winter and summer uniforms of the Ministry of Emergency Situations. Shoulder straps can be:

  • Sewn on. Used in winter uniforms: tunics (jackets), coats and jackets. These shoulder straps are a gray-blue field, along the edges of which there are golden longitudinal stripes.
  • Removable. Used in summer uniforms: jackets, shirts and blouses. In terms of its design, this type of shoulder strap is identical to the sewn one.

Junior command insignia

The shoulder straps of the sergeant of the Ministry of Emergency Situations are golden in color (regular). False shoulder straps are represented by products of a metallic shade. On the shoulder straps of sergeants of the Ministry of Emergency Situations, in accordance with the Rules for Wearing Uniforms and Clothing, there are golden plates (stripes).

For wearing shoulder straps, junior command personnel of the Ministry of Emergency Situations of the Russian Federation are provided with dress and field uniforms. A tunic and coat are considered ceremonial. Blue shoulder straps with speckled edging on the sides are sewn onto them. The dress shirt uses similar shoulder straps. They differ in that removable shoulder straps are sewn onto the shirt. In addition, they do not have a speckled edging. The field uniform for sergeants is provided with false shoulder straps in camouflage color.

Depending on the season, the uniform of a sergeant of the Ministry of Emergency Situations of the Russian Federation can be winter or summer.

How are shoulder straps sewn on?

The form must always be impeccable and comply with all requirements of the charter. When bringing uniforms into proper shape, special attention should be paid to sewing on shoulder straps. Despite the fact that the Ministry of Emergency Situations is considered a non-military structure, in this department, as well as in the army, the shoulder straps of the Ministry of Emergency Situations are of great importance. How to sew them to a jacket? This question is often encountered when it is necessary to equip outerwear with insignia.

The process of sewing on shoulder straps is simple. This work will require the necessary materials and knowledge. Having the necessary tools and step-by-step implementation guarantees an impeccable result.

What tools will you need?

  • Ruler.
  • Needles with a thimble. The presence of a thimble will protect your fingers from being injured by a needle.
  • A thread. It must be durable and match the color of the edging.
  • Pliers or tweezers. These devices are useful when pulling a needle with colored thread from a shoulder strap.

Completing of the work

The procedure for sewing shoulder straps consists of several stages:

  • Preparation of shoulder straps. The work consists of attaching insignia (stars, stripes) to an unsewn shoulder strap. When it is already sewn on, this procedure becomes more complicated.
  • The location of the shoulder strap on the uniform. It must be placed in such a way that its side away from the button rests against the seam connecting the shoulder to the sleeve in the tunic. The top edge of the shoulder strap should overlap the seam running along the shoulder by 10 mm. Thus, it is very important to shift the shoulder strap forward by 10 mm.
  • Attaching the shoulder strap to the jacket. This procedure can be completely performed using a thread of a different color (at the end of the work it is easy to remove). The shoulder strap is attached in three places: in the corners, at the point of contact with the sleeve seam and in the center. Pins can also be used for temporary fastening. This will prevent possible displacement of the shoulder strap on the jacket.
  • Sewing on shoulder straps. The work is done along its perimeter using stitches. This stage of work should be performed very carefully, so that barely noticeable points from piercing with a needle and thread are visible on top of the shoulder strap. The thread itself must pass from the inside out. In this case, it will not be visible, even if it is a different color than the shoulder strap itself. Each stitch must have an optimal length, which is 10 mm. To facilitate the process, it is recommended to place the shoulder straps on the jacket so that their lower parts correspond to the seams with which the sleeves are sewn. This will make it possible to insert the needle into existing seam holes. Sewing should be carried out along the line of connection between the edging and its main part.

You can quickly cope with this work if the jacket is prepared in advance. It is recommended to use a thimble during the process itself, even if it works well without it. Those who have extensive experience in this matter note that it is difficult for a sewing needle to pass through shoulder straps. This situation can be corrected using pliers or tweezers. These tools can be used to push a needle through, like a thimble, or, by grabbing one of its edges, pull it through the shoulder strap. Using this technology, shoulder straps of various structures are sewn on: by police officers, the Federal Penitentiary Service, the Air Force and the Ministry of Emergency Situations. Shoulder straps are removed only from summer uniforms. The winter version does not provide for this, since shoulder straps are sewn onto the jacket, which are not removable.

How to sew shoulder straps to a uniform shirt?

Before you put on a shirt in the summer, you need to prepare it. A uniform is considered ready to wear if shoulder straps corresponding to the rank are sewn onto it. This procedure is not difficult to cope with. The work of sewing shoulder straps should be done carefully and consistently. The process consists of the following steps:

  • Uniform summer shirts are equipped with belt loops and loops intended for fastening shoulder straps and buttons. There are belt loops and loops on the shoulders. Buttons are attached using loops, and removable shoulder straps are attached using belt loops. Each shoulder strap comes with one button. Using it, as well as one regular button, you can create a removable design that allows you to quickly remove insignia from your shirt if necessary.
  • Fasten the button from the kit above the shoulder strap. A regular button purchased outside the kit is located underneath. Both buttons are sewn to the shoulder strap.
  • Using a thick strip of fabric located under the shoulder strap, secure it to the shirt. This is done by threading this strip into special loops.

The principle of operation of this removable structure is carried out using a large running button, included in the kit, and a regular one, purchased in a store. These buttons, when fastened and unfastened, allow you to quickly attach the shoulder strap, and, if necessary, also quickly remove it. In this case, some difficulties may arise during removal. The reason is that the loop for the bottom button is too narrow. This shortcoming is corrected by expanding this loop. As a result, the button will fit into the buttonhole freely. The work is considered well done if there are no jams during removal, and also if the removable shoulder strap does not loosen.

Each employee of the Russian Ministry of Emergency Situations is equipped with two sets of uniforms, which are used depending on the time of year. One of the requirements of the Wear Rules of 2006 is the mandatory presence of insignia on the uniform worn. Therefore, every employee of the Ministry of Internal Affairs, the Armed Forces, the Ministry of Emergency Situations, and other paramilitary forces must be able to sew shoulder straps onto their uniform.

Photos of the new uniform of the Russian Ministry of Emergency Situations will arrive in time by 2018. Today it has become known that a change of equipment for all employees of the Ministry of Emergency Situations without exception will happen soon without fail. Interesting?

The new uniform for employees of the Ministry of Emergency Situations of the Russian Federation, according to rumors, will be officially presented no earlier than 2018. The updated equipment of the current staff of the Ministry will be part of the implementation of the plan for the upcoming reform of this emergency rescue service, the first information about which, by the way, appeared a long time ago.

At the same time, we should not forget that in the summer of 2018 Russia will host.

This type of sports competition requires exceptional support from officials responsible for the safety of its conduct. People who have taken on such obligations must not only be well-versed in terms of their behavior in emergency situations, but also well dressed, in order to simultaneously make their compatriots proud of them and frighten those who, for some reason, wanted to disrupt the current order .

At this point, it is not entirely clear whether two clothing options for Emergency Situations Ministry employees will soon be presented.

One of them, of course, will become the main one, but the second will probably be prepared directly for the duration of the World Cup.

One way or another, this tells us, first of all, that, in fact, changes in form will still occur.

The security of the 2018 World Cup in Russia is put at the top of the list for ensuring order in the country in the near future.

The people responsible for this learned a lot of information from those who gained the necessary experience by participating in law enforcement activities during the 2014 Winter Olympics, which took place in Sochi.

Now the already formed squad of EMERCOM workers is undergoing immediate training, as a result of which absolutely all of its participants will acquire new knowledge that will help them look decent against the backdrop of the upcoming football festival. Only then will they put on new clothes to look doubly worthy.

Ministry of Emergency Situations of the Russian Federation

The Russian Ministry of Emergency Situations is a federal ministry that is included in the list of emergency rescue services of the Russian Federation.

Its full name is: Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief.

He is entrusted from time to time to carry out various types of inspections throughout the country to ensure the existence of a particular item of verification in proper condition, satisfying the established standards of the executive branch.

It is noteworthy that of the total number of actual inspections in the country, the Ministry of Emergency Situations takes responsibility for a quarter of them, that is, about 25%.

The activities of the Ministry today extend to all regions of the state, and also in some cases extend beyond its borders. This aims to prevent any danger forming within and emanating from without.

The body also has significant experience in cooperation with the Skolkovo innovation center and many other enterprises, which helps it act quickly, decisively and fully armed.

The functions of this executive body can be reduced to the following points:

  • development and implementation of public policy;
  • legal regulation;
  • supervision and control in the field of civil defense;
  • protection of the population and territory of the country from emergency situations (including natural and man-made);
  • ensuring fire safety;
  • ensuring the safety of people on water bodies.

The head of the Russian Ministry of Emergency Situations, whose structure includes various departments, directorates, research institutions and higher educational institutions aimed at maintaining the established level of functionality of the body, is Vladimir Puchkov.

In the past, his position was held by, now the head of the Ministry of Defense of the Russian Federation and one of the likely candidates for the post of President of the country, whose elections will be held in the near future.

Reform of the Ministry of Emergency Situations of Russia

Vladimir Puchkov, as expected by the head of a department with such an impressive list of powers, has previously repeatedly stated that the plan for implementing the reform of the Ministry of Emergency Situations, scheduled for 2018, which, naturally, includes replacing the uniform of its employees, is on schedule.

For this purpose, modern models of fire-fighting equipment, aviation equipment, communications and other equipment were previously purchased, with the help of which various groups of the Ministry will be able to quickly respond to every call received and resolve identified problems of any degree of complexity.

New models of uniforms and equipment for the personnel of the Ministry of Emergency Situations will become more expressive in comparison with their previous version. Reform of the Ministry of Emergency Situations of Russia in 2017 latest news

Any topic related to staff reductions is always painful. Especially when it concerns the most important departments that ensure the safety of citizens and eliminate the consequences of force majeure. Behind the employees of the Ministry of Emergency Situations are not just people, but millions of people and hectares of their native land. Reforms must be carefully planned and carried out gently, without harmful consequences for the state. Will it reorganization of the Ministry of Emergency Situations in Russia in 2017 and how will it change the work of the department?

Eco mode

The Ministry of Emergency Situations is pursuing a strict cost-saving policy. Over the past two years, communication costs have been reduced threefold. Those officials who do not comply with the financial policy rules of the ministry are held accountable and disciplinary sanctions are imposed on them. This year, measures have already begun aimed at reducing the department's staff. Part of the administrative staff was fired. In the coming year, the trend will continue: it is planned to reduce up to 10% of supervisory level employees and up to 15% of those in the department in the civil service.

Besides, The priority is to provide sufficient funds to the educational institutions of the Ministry, as well as to support the Crisis Center. It is also known that that the cuts will not affect fire departments. On the contrary, firefighting will be given great attention. Due to the fact that the number of administrative units will be reduced, part of the funds will be saved, which will be used to stimulate operatives, those who directly carry out the hardest work to eliminate natural disasters and emergency incidents.

The head of the Ministry expresses his point of view that staff cuts will not weaken its effectiveness. There is a reduction due to the abolition of positions in support structures. Some employees will be transferred from military positions to civil service positions. This will help reduce the department's expenses and, at the same time, increase salaries for those who remain in it. The head notes that young firefighters, in particular, need to first think about how to fight the fire, and not about the material basis of their family’s life.

The reform of the Russian Ministry of Emergency Situations in 2017 will not affect the units assigned with operational tasks. On the contrary, the fighters will be provided with additional support, technical equipment and material support. The head of the Ministry notes the need for young, healthy guys who can quickly and efficiently cope with emerging tasks.

Salary

Expected indexation of wages for Ministry of Emergency Situations workers- this, again, will lead to reform of the Russian Ministry of Emergency Situations in 2017, latest news about the reduction sound quite optimistic. Part of the salary and some bonuses will increase. Cash incentives will increase by more than 5%. Salaries will also be increased for those whose work involves mortal risk, namely, employees involved in flight work.

Some sources report the likelihood of creating a Ministry of State Security. The functions of the Ministry of Emergency Situations may be divided between the ministries of internal affairs and defense. But so far the authorities have not commented on this version. Rumors are actively spreading that the dissolution of the Russian Ministry of Emergency Situations is inevitable in 2017 - but the latest news does not confirm this. For such innovations, at a minimum, regulatory support is necessary, but no legal basis for this has yet been issued.

Restructuring of centers

The department includes 11 regional centers:

News affecting the reduction of regional centers of the Russian Ministry of Emergency Situations in 2017 have a basis. The result of the innovations will be the merger of some centers. In the end, there will only be seven of them left. They plan to unite the Central regional center with the Volga region, Siberian with the Ural, and main departments for Sevastopol and Crimea will be attached to South center.

The merger is expected to be carried out in order to improve the quality of work in the field, as well as optimize part of the management team. These changes were first proposed at the beginning of 2016. Then, in some regions, salaries of the Ministry of Emergency Situations were greatly delayed. All this happened during the New Year holidays and greatly darkened the mood of the employees.

At the same time, local management allowed them to write out huge bonuses to themselves, completely forgetting about ordinary workers. There was complete chaos: the amount of bonuses almost reached 3 billion rubles. Of course, a resonance was created. The perpetrators were punished. And to solve the problem, the idea of merging some regional departments was voiced.

The reform of the Ministry of Emergency Situations of Russia in 2016 - 2017 is actively discussed among the masses: there is also the latest news about the reduction employees of regional crisis centers of the Ministry of Emergency Situations. Some institutions previously financed through local budgets will now be transferred to autonomous organizations. It is expected that they will be able to earn money on their own by becoming participants in market relations and receiving income from paid work.

The Ministry does not plan to construct work buildings. Existing fire stations will be renovated. Again, financing of repairs is carried out by organizations independently, using profits from paid work.

Regardless of the reduction in costs for the construction of buildings of support institutions, support for department employees in purchasing their own housing will increase almost sevenfold. The minister promises to provide assistance to those in need and issue loans to pay off mortgage obligations. Moreover, a specific procedure is not provided - the need of a particular employee for help will be determined taking into account individual issues in each case.

The procurement policy is changing: savings have affected even already concluded contracts. This summer, the minister asked suppliers to reduce prices by almost 10%, to which he received a positive response: contracts were re-signed on new terms.

Reorganization of the Ministry of Emergency Situations of Russia in 2017, latest news within the framework of this issue they certainly make the Ministry of Emergency Situations nervous, because the reform can affect everyone. Even if a person is not laid off, but transferred, say, to a civilian position, he will lose significant military benefits. The replacement will not be equivalent.

However, The direction of the reforms is clear: the state is trying to cut costs in the face of a budget deficit, and the Ministry of Emergency Situations is no exception. The main thing is that the adopted innovations do not affect the operation of the device as a whole. Most likely, there is nothing harmful about the reorganization. It is aimed at ensuring that the funds that can be saved fall into the hands of rescuers, fire extinguishers - those without whom society does not feel confident in its safety. In this scenario, the Ministry of Emergency Situations will greatly strengthen its position as a powerful, functioning system, capable of solving the tasks assigned to it with high results.

Andrey, you got excited about GPN and SPT. GPN is necessary, they have been reducing them for many years already and adding all sorts of extra things to them. And without them, chaos will begin in the field of compliance with fire safety rules, since compliance with the rules is not economically profitable and costly for the owners of various enterprises and facilities, but it is vital to ensure the safety of people. SPT is also a necessary service, it is the elite of firefighting, when it is properly organized and performs its functions. But unfortunately, some bosses use it as a tool for punishing the personnel of units in order to create savings in the wage fund to reward themselves with good ones and hide behind the idea of establishing and maintaining discipline . It’s bad when people without experience as guard commanders are appointed to VAT SPT positions. Here, all VAT SPT are made up of guard chiefs with experience from 5 to 15 years in these positions. Therefore, it was difficult to force them to bring profit for the head of the detachment in the form of savings on the wage fund; they know the personnel and the nuances of the service not from regulatory documents. They also did not take part when the head of the detachment tried to use their hands to remove the heads of units he disliked in order to place in their places their own people, who were more active in bringing. profits at the expense of personnel.

“...The head notes that young firefighters, in particular, need to first of all think about how to fight the fire, and not about the material basis of their family’s life...” - and you recruit homeless people into the service - they have no family, no home ...and they don’t need a salary...

oh, they’ve completely forgotten about ordinary firefighters right now, no bonuses, nothing, salary. 10 t.r. per month, as we worked, we continue to work, but soon there will be no one to work, there are only old people left, for young people this is not a salary, who need to think about housing and how to build a family. There will be salary Young people will also come.

I'm watching. how they raise wages... 2017 has just begun, and order No. 1 is to stop paying for the gas pumping station...

……..I wonder if the guy is still working? These ghouls don’t like that. And so…as if I’m telling this, everything is the same, only we have a simple part of the FPS. I agree with everything I’ve heard.

You don’t have to work for 10 thousand rubles a month, but if you go to work, work, why are you whining? I’ve been in the fire department for 24 years, I haven’t whined and I’m not going to whine. The GPN elite will always think so, I served in both the service and the GPN equally, good luck to the young people.

The GPN was the elite, now they are doing all sorts of nonsense, and not the prevention that it should be! Previously, briefings were carried out by instructors, and inspectors and higher levels took care of facilities, starting from the design stage, and not like now - majors and lieutenant colonels walk around and hand out instructions to the homeless. GU is a bunch of parasites. There are no words, only epithets.

I agree with Andrey about GPN. The GPN does not have the same powers as before, so it is not needed in the form it is now (in uniform). Times are different.

All civil engineering projects in the Avtozavodsky district of Tolyatti were designed by the VAZ Design Department, which by status is a design institute of the all-Union level. In the entire History of the Avtozavodsky District, not a single object in the Avtozavodsky District burned down. However, the valiant Ministry of Emergency Situations loves to invest in garage cooperatives, of which there are more than 300 in the Avtozavodsky district. They came up with a way to take money from the owners of garage boxes under the pretext of “Fire Risk Calculation”, the essence of which is to determine the speed and direction of air flow with the entrance gates open, which is carried out using a penny pinwheel measuring air flow and its speed. For such an inspection, the Ministry of Emergency Situations billed the cooperative for 400 thousand rubles. Both board members and auditors are very interested in these fees. cooperatives

First of all, SOPB, if the PP breaks do not comply with the PP, and what they do is a scam

Everything can be solved simply... in vain they removed the shoulder straps in 2002, our government needs not to save on people’s lives, we just need to return the fire department to the structure... Ministry of Internal Affairs... put on shoulder straps

The fire extinguishing service (FSS) cannot be eliminated in any way. In fire protection garrisons, forces and resources are in critical condition. In the combat crew, the equipment is reduced, with 2-3 people per vehicle. The guard commanders are young and have no professional experience. The only hope in case of serious fires is SPT. The object will burn, well, to hell with it. But I feel sorry for the innocent people who are in trouble. Especially young guys (firefighters), who are dying more and more every year. I think common sense should prevail. There are thoughtful specialists in the field of fire safety in the leadership of the Ministry of Emergency Situations.

Reform of the Ministry of Emergency Situations of Russia in 2017

Whenever it comes to layoffs, the public is sensitive to this. And if the Ministry of Emergency Situations, which is responsible for the safe functioning of people and the elimination of damage from incidents, falls under such a distribution, then even more so. Employees of this department are called upon to help out numerous citizens in trouble, as well as save a lot of land in the country. It is necessary to responsibly develop changes and implement them smoothly, avoiding the irreversible outcome of such innovations. What is the likelihood of a reorganization of the Russian Ministry of Emergency Situations in 2017 and further prospects for the development of this structure?

Method of saving funds

This ministry is very zealous in saving costs and those employees who do not share such a policy are subject to administrative liability for violation of order. The beginning has already been made of the mass dismissal of employees of the structure, which already includes some representatives of the administration. And in the foreseeable future, this nature of the reorganization will not lose its relevance, because there are intentions to deprive about 10% of supervisors and 15% of civil service workers from employment.

In addition, the emphasis is on satisfactory funding for universities of the Ministry of Emergency Situations and assistance to the Crisis Center. There is information that the firefighters of this department will not be fired, but rather will take a close look at their work. The freed up finances, previously allocated to pay the wages of the previous administration workers, will now go to the salaries of the Ministry of Emergency Situations, who are most directly involved in the difficult elimination of natural disasters and force majeure situations.

The head of the Ministry is convinced that this kind of savings will not affect the proper level of functioning of the structure. Job loss processes concern those employed citizens performing their duties in auxiliary positions. A certain number of EMERCOM workers, by order from above, will exchange military service for civilian service. Which will ultimately save the organization’s expenses and at the same time increase the salaries of employees whose positions will remain untouched. The manager also clarifies that inexperienced workers should first pay attention to eliminating the fire, and not to personal monetary reward.

Units that directly respond to emergency situations will not be affected by the reform of the Russian Ministry of Emergency Situations in 2017. On the contrary, operatives will receive thoughtful provision of additional assistance, they will be provided with equipment and suitable salaries. The head of the department draws attention to the possibilities of sensitively responding to the obstacles inherent in the younger generation of fighters.

Income level

In the near future, we should expect the process of introducing bonuses to the salaries of hard workers, which, among other things, will be facilitated by the reform of the Russian Ministry of Emergency Situations in 2017; The latest news about the reduction has a positive connotation. Salaries and certain increases will be partially increased, and monetary remuneration will increase by at least 5%. Wages will also be increased for those employees who perform flight work, putting their own lives in danger.

Certain information publications talk about the possible formation of the Ministry of State Security. According to preliminary data, the responsibilities of the Ministry of Emergency Situations will be distributed between the Ministry of Internal Affairs and the Ministry of Defense. True, today the government is not talking about the details of this scenario. Now in the information space there is speculation about the imminent disbandment of the Russian Ministry of Emergency Situations in 2017; the latest news, however, does not echo the reckless rumors. After all, for such legislative innovations it is necessary to ensure the required standards, which has not been done until today.

Redistribution of centers

The ministry includes a total of 11 regional centers. Current news regarding the reduction of regional centers of the Russian Ministry of Emergency Situations in 2017 has a clear basis. These amendments to the legislation will cause a reduction in the number of regional centers to 7. On the agenda is the merger of the Siberian administrative unit with the Ural, and the Volga center will be annexed to the Central. The main departments for the Crimean Peninsula and specifically the city of Sevastopol will be part of the Southern Regional Center.

They intend to carry out restructuring to raise the performance of work responsibilities to a new level and partially transform the administration of departments. Such ideas to change the activities of the ministry were first made public at the beginning of last year. At that time, some regional centers suffered from non-payment of workers' salaries on time, especially since that incident coincided with the celebration of the New Year and the generally accepted holidays accompanying it, which ultimately did not please the Ministry of Emergency Situations.

But despite this circumstance, the authorities made impressive bonus payments to themselves, apparently without remembering the operatives. Then there was absolute chaos, because the amounts sometimes reached a couple of billion rubles, which could not but cause protest. The employees involved in such lawlessness were held accountable, and the government began to think about merging certain regional centers.

Additional aspects of the reorganization

There is a lively public debate on the reform of the Ministry of Emergency Situations of Russia in 2016 – 2017; The latest news about layoffs is about the dismissal of employees of the crisis centers of the structure in the regions. A certain number of organizations that were previously supported by local treasury funds will be transformed into independent institutions from today. The bet is on their ability to autonomously generate income due to interaction with the market and subsequent profit from this.

The Ministry of Emergency Situations does not have the opportunity to erect buildings for its functioning, but will only carry out repair work on fire departments. But material support for repairs will be organized by the institutions themselves, without any outside help, other than income from the provision of paid services.

Although costs for the construction of work premises have been reduced, nevertheless, the provision of personal living space for the Ministry of Emergency Situations will increase sevenfold. The head of the department intends to assist individuals employed in the structure in question regarding their mortgage payments. Moreover, there is no single order of help from above, because the situation with an individual employee will be analyzed individually.

The procurement system is subject to change, and the trend towards cost cutting has been applied to already completed transactions. Last summer, the agency's politician successfully negotiated with supply companies to reduce the cost of goods by a tenth.

Reo organization of the Ministry of Emergency Situations of Russia in 2017, the latest news on this topic

It is natural that current news on the issue of workforce reduction drives many citizens involved in this area into a stupor. After all, a similar fate could overtake any of them. If an EMERCOM officer is re-registered for civilian service, he already loses impressive concessions prescribed only to his military colleagues. So such castling cannot be spoken of in a positive light from this point of view.

Although, of course, the general trend of transformations in absolutely all spheres of the state’s life (not just the Ministry of Emergency Situations) is quite logical: officials want to reduce the shortage of government funds. You just need to ensure that the approved legislative innovations do not affect the full-scale functioning of the department in question. By and large, such a reform does not carry fatal consequences, but aims to use the saved funds to pay operatives of the Ministry of Emergency Situations, those people who restore order to the safe functioning of the entire society. If you follow this policy, the ministry will once again prove itself as an effective and efficient structure that controls the successful elimination of the consequences of various emergency incidents.

New form of the Ministry of Emergency Situations of Russia in 2018

All employees of the Russian Ministry of Emergency Situations, without exception, will soon be faced with a change in their work uniform. If rumors are to be believed, the final version of the official clothing will be presented only in 2018, but the preliminary developments of the designers are already known.

The new form of the Ministry of Emergency Situations of Russia in 2018 is timed to coincide with the implementation of structural reform concerning the renewal of the activities of the emergency rescue service. An additional factor stimulating developers is the World Cup, which will take place in the Russian Federation next year. Authorized officials and employees of the Ministry of Emergency Situations must provide assistance to the organizers of such an important world championship. Their appearance must also correspond to the status of the tournament.

In the photo: the form of the Ministry of Emergency Situations of Russia before updating

The main responsibilities of the Ministry of Emergency Situations employees:

  • professional knowledge;
  • ability to quickly respond to unexpected situations;
  • attractive appearance.

The last point is actually no less important than the previous two. During the World Cup, each of the employees of the above department must evoke respect from visiting fans and pride from compatriots.

Description and purpose of equipment

It is known that photos of the new uniform of the Ministry of Emergency Situations of Russia for 2018 have not yet been officially presented, but there are still ways to preliminary assess its features. The first thing you notice when examining the updated form is its clarity. Equipment developers made sure to maintain the exact distance between badges and stripes in order to create a unified image of an employee of such an authoritative service.

Location of chevrons on the Ministry of Emergency Situations uniform

The blue color of the officials' uniform will also be attractive to others. Even the non-commissioned officers of the service will be provided with a ceremonial set of the appropriate shade. Thanks to stripes and chevrons, it is quite easy to understand the modifications of the form. The corresponding distinctive signs clearly indicate which specific department a particular employee belongs to. It is likely that after updating the equipment, the store of the Ministry of Emergency Situations uniform will encounter a large influx of customers, which testifies to the courage and determination of its owner.

Compliance with the new form

For emergency service personnel to adequately represent their unit during a football tournament, uniforms alone are clearly not enough. Rescuers should actually be professionals. Already now they are undergoing special comprehensive classes, which are designed to improve their skills.

The FIFA World Cup will definitely attract huge attention from fans all over the world. Emergency Situations Ministry employees will have to find an effective way to minimize the likelihood of conflicts and other unpleasant situations. The current training is precisely intended for them to acquire new knowledge. It is no coincidence that the order of the Ministry of Emergency Situations on the uniform appeared just the day before. By wearing new equipment, rescuers will double their authority.
