On November 8, new rules for passing roundabouts came into force. If at the entrance to such an intersection there is no sign "Main road", the driver must give way to all cars located on the circle. The corresponding decree on changing the traffic rules when passing roundabouts was signed by the Prime Minister at the end of October. Then Medvedev said that traffic rules regarding the passage of circles are interpreted differently depending on the regions.

Circles passed differently

“Even in one city there can be different schemes, depending on what kind of intersection it is,” the head of government explained the need to introduce new rules. - Because of this, conflict situations arise that could be avoided if these rules were uniform. Now the priority of the passage is given to those who move in the circle itself, and those entering will have to give way. This practice exists in almost all European countries and has proven to be effective.”

The problem with discrepancies in an interview with Gazeta.Ru was repeatedly raised by the head of the Probok.net expert center, a member of the government commission on road safety Alexander.

“In 2010, a resolution was adopted, according to which the circle is considered the main thing for motorists. However, the wording in the SDA remained the same, according to which the circle is considered secondary when driving, if there are no other traffic signs. As a result, it turned out that people remembered that the circle was the main one, and someone remembered that the circle was secondary, and many still do not understand how to drive correctly,” Shumsky told Gazeta.Ru.

— Many people, including myself, slow down not only when entering the circle, but also at the exit from it. Just in case - you never know who can come to your side.

But after all, if everything is done correctly, then the organization of a roundabout increases the capacity of the intersection by 30-40%. At the same time, it’s funny that the practice, according to which the circle is considered the main thing, has really spread. But in different regions, everything can turn out to be completely different, for example, in the Caucasus they drive differently than in the Urals. In Moscow, it is customary to consider the circle as the main one, but as soon as you go somewhere outside the Moscow Ring Road, for example, to Dzerzhinsk, you start to get confused again.

You also need to move out of the circle according to the rules

The head of the Main Road program, in an interview with Gazeta.Ru, drew attention to the fact that drivers should remember not only the rules for entering circles, but also exiting them.

“Initially, roundabouts were invented in order to unload intersections, and now the traffic rules have led to monotony - the circle is the main one everywhere,” Skryabin said. — But now the traffic situation on the circles will largely depend on the administration of such sections by road workers: that is, how the road workers will designate, for example, intersections that only seem to be circular, but in fact are equivalent. After all, the presence of a flower bed in the middle does not mean that a roundabout is organized here.

But drivers have problems not only when entering a circle, but also when leaving it. So, everyone remembers that you can enter the circle from any lane, but many people forget that you can only drive out by taking the extreme right lane.

Danger hid behind the buses

The head of the interregional trade union of drivers, Alexander, believes that uniform rules for driving around roundabouts will reduce the number of accidents.
“Earlier, in the good old days, the circle was always the main one,” Kotov recalled in an interview with Gazeta.Ru. - Then the traffic rules were changed, because different roads adjoin the intersection, so some of them were marked with the sign “main road”, others were “non-main”.

And if there were 5-6 entries per circle, the drivers were lost. Especially if the traffic is intense, and they rarely drive in this circle.

In Moscow, even professional drivers who know all the intersections got into situations where road signs were suddenly changed and it turned out that they became violators of traffic rules. And it is very good that uniform rules of passage are now legalized - everyone who is on the adjacent directions on the right must give way to me if I am driving in a circle.

Such situations will also disappear when, for example, girls drive small cars in a circle, and an articulated bus drives on the right, covers the give way sign, leaves, and the girl does not see that she needs to slow down, and someone flies into her side from the right who is sure that he is driving along the main.

The government-approved innovations are one of many changes in the lives of motorists in recent times. Many of them are still planned to be implemented. From which lane can I enter the roundabout? Which turn signal should be turned on? What lanes can you drive in a circle? And from which lane can you leave the circle?

Many readers, who drive around in circles every day, are now thinking, and many, who are the majority, have already answered incorrectly. And I bet that among this majority there are people with 20 and 30 years of driving experience.

Instructors and teachers of driving schools, traffic police officers and, perhaps, a few more auto lawyers, as well as rare literate drivers, may not read this article, because, as you already understood, it is not addressed to you, but to the rest of 95% of motorists.

These same 95% either do not know the traffic rules regarding the passage of roundabouts, or they interpret them incorrectly. But this is not surprising! The traffic rules do not have a separate chapter or a separate paragraph explaining to drivers the correct movement in a circle. With the exception of paragraph 13.9, but it tells about the entrance to the circle when it is the main road and when it is not the main one.

Everything is simple, you just need to follow the signs. If the sign 4.3 “Roundabout” is placed before entering the circle, in combination with the sign 2.4 “Give way” or 2.5 “Movement without stopping is prohibited”, then the circle is the main road for you. If there is just one sign “Roundabout”, then you have an advantage when entering the circle, because you are an obstacle on the right for those who are already driving in a circle.

Once again. In the absence of default priority signs, those who enter the intersection have priority.

But this is not the only difficulty.

From which lane can I enter the roundabout?

Paragraph 8.5 of the SDA states that before turning right, left or making a U-turn, the driver must take the appropriate extreme position in advance on the carriageway intended for movement in this direction, except when a turn is made at the entrance to an intersection where roundabouts are organized.


And this means that we can enter the circle from any lane of the carriageway. However, it should be understood that if we enter a roundabout from the right lane, then we must first take the right lane on the circle, and if from the left lane, then, accordingly, we must take the inner left lane. From the middle lane, respectively, only the middle lane is waiting for us.

Total:

  • You can enter the circle from any lane.
  • You need to enter the circle in the same lane in which you were before. That is, from the left lane of the street you cannot enter the right lane of the circle.

Let's move on to the next question: which turn signal to turn on when entering a roundabout?

When I pass the cars moving on the circle, which is the main one, I feel like a black sheep, because I am the only one with the right turn signal on, while the rest are for some reason with the left turn signal.

Lord! Why the left turn signal? The circle is also an intersection, if you want to turn left at the intersection, you turn on the left turn signal, if you want to turn right, then the right one. If you change lanes to the right, you turn on the right turn signal, if you turn left, then, respectively, the left one. Right? What's worse than a circle?

When entering a circle, you always drive to the right, and therefore, the turn signal must be turned on the right. And to make it easier, you just need to remember where you turn the steering wheel, turn on this turn signal. When entering a circle, you always turn the steering wheel to the right, which means that you need a right turn signal, just do not forget about turning it on in advance. I hope this is sorted out.


Move on. You can move in a circle in absolutely any lane you like, but circling in the right lane will not be safe at all. Since every second strives to leave the circle from the inner left or middle lane. At the same time, absolutely not paying attention to you, confidently believing that since you are moving in the extreme right lane, it means that you will now move out of the circle. And if it so happened that you prevented him and continued to move in a circle, then at best he hits the brakes and begins to horn you menacingly with a disgruntled face, shouting something at you, like you are a teapot. And you really interfered with him, but how else? You were to his right, that is, you were a hindrance to his right.

And here we smoothly move on to the last and most important question: from which lane can you leave the circle?

Again we turn to paragraph 8.5 of the SDA and remember that before turning right, left or turning around, the driver must take the appropriate extreme position on the roadway in advance - this rule also applies to roundabouts. That is, we can leave the circle only from the extreme right lane! The only exception is if the area has markings that dictate different rules. That is, if arrows are drawn on the asphalt to the right from two rows, and at the top there are also traffic signs along the lanes, then we follow them. If there are no markings and signs, then only from the right row and nothing else.

How about in life? Every day, when driving on the extreme right lane of the circle, I hit the brakes and give a long signal to the first person I meet who has expressed a desire to leave the circle from the inner lane. You heard right - to the first person you meet, because absolutely everyone, without exception, leaves the roundabout from the inner left or middle lane, unless, of course, before the exit he moved along the same lane. People do not even think that they are wrong, that they violate the Rules of the road and in the event of an accident they will be found guilty. Not only do they leave the circle in violation of the law, they also do not let the "hindrance to the right" pass, which is also a gross violation of the Rules.


Thus, when driving in a circle in the extreme left or middle lane, before you leave the circle, you need to change lanes to the extreme right lane on the circle itself, and only then you can safely exit the roundabout. But with such a rebuilding, of course, you must let everyone on the right pass, and this is not so easy to do in conditions of heavy traffic. Therefore, I recommend trying to enter the roundabout already from the extreme right lane, and then you won’t have to let anyone through on the circle itself.

What is the result?

When entering a roundabout from the rightmost lane, with a “Give Way” sign, you are required to let pass only those who are moving in the rightmost lane of the circle. Having missed them, you can enter the extreme right lane of the circle and continue moving along your lane without waiting for the free inner left lane of the circle. But be prepared for the fact that those who move in the left lane will most likely move out of the circle with the conviction that you are obliged to let them through. Not only because you are on the extreme right lane of the circle, but also because you have allegedly not entered the circle at all.

At the same time, I in no way “bless” you to create emergency situations. If someone rebuilds in your line and does it with reinforced concrete confidence in their own rightness, there is no need to go for a ram. Because the traffic police finds you innocent, it will not get any easier, but the car will have to be repaired.

One of the common situations when roundabouts are indicated by only one road sign 4.3. In this case, we can say in a simple way that this intersection is unregulated, so drivers should be guided by the well-known “right hand” rule. It turns out that the car that is already moving on the ring has no advantage, because it has an obstacle on the right, and the one that enters, respectively, passes as if on the main one.

This scheme was widely used on the roads earlier, and after 2010 the situation changed a bit, starting to forcibly change the traffic pattern depending on the necessary requirements and traffic on the road sections. In addition to sign 4.3, they began to put additional priority signs, for example, “ ” or you are entering the “main road”. This made it possible to control the flow of road transport.

2. Additionally, there are signs “give way” or “main road”.

Most often, in cities, before entering a roundabout, in addition to sign 4.3, you can also meet the following: “main road” or a sign informing you that you will need to let everyone through - “give way”. Also, the main road can stand simultaneously with a sign about the route of the main road, how exactly it passes on the ring. In these cases, it is necessary to take into account the priority of directions in each individual case.

Usually there are such schemes when the driver gives way only once when entering a roundabout, and then goes around the circle along the main one and does not give way to anyone. In this case, the roundabout is the main road.

The following combinations of signs are also common: 4.3 and 2.5 - it is forbidden to move without making a stop. These signs before the roundabout indicate that the transport that is on the ring has an advantage, and which drives in must, firstly, stop near it (2.5) or, secondly, let those moving along the ring pass.

Rules of passage: entry and movement around the ring

During the passage, the driver at the roundabout must turn on the right turn, and after entering the roundabout, turn it off. It is worth noting that the left turn is in no way

If the roundabout has three lanes, then, accordingly, you need to change lanes to the right lane in advance. All maneuvers must be performed carefully and with a high degree of confidence so as not to interfere with other vehicles. Each rebuilding must be accompanied by the inclusion of the right turn signal.

Can I be fined if I miss a roundabout?

Each driver must drive in a roundabout in accordance with accepted rules. In case of violation, an administrative fine is imposed.

If there is a traffic light in front of the roundabout, and the passage to the circle was made on a prohibited signal, then the inspector will issue a fine in the amount of 1000 rubles.

In addition to this violation, there are often others in practice at roundabouts:

  • leaving the ring from the middle or left lane, and not from the permitted right;
  • not turning on the turn signal indicator when making at least one rebuilding;
  • Do not let a car pass on the roundabout moving along the main road.

Traffic violations at roundabouts can be recorded under different conditions. Appropriate signs may or may not be placed on them. In both cases, if the driver does not allow the other person with the advantage to pass first, he will be considered a violator. In this case, the amount of the fine will also be 1000 rubles (12.13 of the Code of the Russian Federation).

From a legislative point of view, from November 8, a new paragraph 13.11, note 1, appears in the traffic rules of the Russian Federation: “When entering an intersection where a roundabout is organized and which is marked with sign 4.3, the driver of the vehicle is obliged to give way to vehicles moving along such an intersection.”

At the same time, the third paragraph of paragraph 13.9 was recognized as invalid, which sounded as follows: “If a sign 4.3 is installed in front of a roundabout in combination with a sign 2.4 or 2.5, the driver of a vehicle located at the intersection enjoys an advantage over those entering such an intersection means of transport."

The government's initiative was previously supported by the Traffic Management Center (TsODD) of Moscow. “Currently, there are already about 54 roundabouts on the roads of the capital, 40 of them have introduced a circuit with priority on the circle, so the TsODD supports the decision that all roundabouts should have priority on the circle itself by default,” said the Deputy Head of the Directorate CODD.

By the way, on the same day as the decree on circular traffic, Medvedev signed another decree, which introduces diagonal “waffle” markings throughout Russia. Previously, as an experiment, it was applied only at a number of metropolitan intersections. Such markings can be applied to busy intersections, where congestion often occurs. Often this is due to the weak culture of drivers and the “wafer” will make them more disciplined, and at the same time better orient themselves at a difficult intersection.

Commenting on the introduction of waffle markings, the First Deputy Prime Minister noted that such markings are widely used throughout the world.

According to him, seeing such markings, the driver must understand that traffic jams often occur on this section of the road and he must complete the maneuver without creating obstacles to other traffic participants.

In order to “help” drivers to be more careful at such sections, it is planned to install systems for photographing traffic violations at such intersections.

It turned out that under the current legislation it was practically impossible to achieve real imprisonment for them.

In this regard, the Ministry of Internal Affairs wants to raise the maximum level of punishment so that the crime under Article 264.1 of the Criminal Code of the Russian Federation goes into the category of moderate severity. At the same time, the main road can occupy both the entire ring passage and its part (one and three quarters). If the trajectory of the main road covers only part of the roundabout, moving within this section of the intersection, the driver must remember the road crossing pattern in order to have an idea of ​​who will be the first to overcome the circle.
