The stay of the child in kindergarten gives the mother the opportunity to work and maintain her material well-being. But often this visit costs parents a pretty penny. And if there are two or three children of preschool age in the family, the family budget loses up to 50-60% on payments.

That's why federal kindergarten compensation guarantees were established in 2012. They provide for the return of part of the parental money, regardless of whether the baby attends a private institution that has a license to provide educational services or a state one.

The parental fee includes care, supervision and meals in the kindergarten. At the moment, only two categories enjoy the right to free admission:

Let's calculate the amount of compensation using an example

The payment for one day of a child's stay in a kindergarten varies significantly by region and depends on the mode of operation of the institution: in groups with part-time work it is minimal, the maximum prices are in non-stop kindergartens. On average in Russia, one working day of a children's institution is equal to 12 hours, which corresponds to 65 rubles. If the child attended the group for the whole month, this amount is multiplied by 23 working days (depending on the month), the payment will be 1495 rubles. We calculate the amount of compensation:

  • for one child - 299 rubles;
  • for the second they will return - 747 rubles;
  • payment for the third and subsequent - 1046 rubles.

If the baby attended the institution for an incomplete month, only the days of his stay are taken into account.

How is registration carried out

As a rule, the accounting department of the municipality deals with the registration of compensation for kindergarten. Documents in all educational institutions are collected on the spot, then sent to a centralized department. The acceptance of the application is recorded in a special journal, the number of applications and lists submitted by the administration of the kindergarten must correspond.

Documents are updated once a year. All changes regarding the receipt of compensation must be notified to the employees of the kindergarten.

Compensation calculation starts from the moment of application submission. All monthly payments received for finding a child in a kindergarten are strictly fixed, and refundable funds are summed up and accrued quarterly.

Important changes in 2017

Since January 1, 2017, the payment of compensations for kindergarten was suspended due to a change in their accruals. Under the new law, benefits will be provided to the poor, large families and families with children with disabilities due to health reasons. The innovation did not affect families receiving a monthly child allowance, since they are already taken into account as a low-income category of citizens.

Families not included in this category, but with a total income that does not correspond to the living wage per person, can apply to the department of social protection or multifunctional centers for registration of compensation payments. Compensation for kindergarten is a social measure to support families with children. The amount and procedure for payments are regulated by the Federal Law "On Education". In some regions, there is financial assistance in case of not providing a place in a preschool educational institution.

Who is entitled to compensation for kindergarten?

Stay in a preschool institution is carried out for a fee. Kindergarten fees are the responsibility of parents or guardians. Part of the amount is refundable to the payer. It is due to the parent or other legal representative who has entered into an agreement with the preschool educational institution.

The payment is made to all parents, regardless of their material status. However, at the regional level, additional benefits are provided when paying for kindergarten. Regardless of the number of children, 50% compensation for food and maintenance is received by parents:

  • having a disability;
  • participated in the liquidation of the accident at the Chernobyl nuclear power plant;
  • performing military service by conscription;
  • working in kindergarten.

How is the fee for kindergartens formed?

According to Art. 65 of the Federal Law "On Education", the parental fee is set by the founder of the preschool educational institution. He has the right to reduce or exempt certain categories of citizens from payment.

No fee is charged for the care and supervision of:

  • disabled children;
  • children whose parents have died;
  • children under the care of the state;
  • children with tuberculosis intoxication.

It is not allowed to include in the parental fee for kindergarten the following expenses:

  • for preschool education;
  • on the maintenance of property on the balance sheet of the educational institution.

The amount of payment for a kindergarten at the municipal level should not exceed the norms established by the law of the constituent entity of the Russian Federation in the field of education. Only the time of the actual stay of the child in the children's educational institution is paid.

The fee consists of the costs of:

  • food;
  • supervision and care.

The amount of payments also depends on the age of the child and the number of hours spent in kindergarten.

Payment is made in two ways:

  • Preliminary. The payment document is issued for a full month, and in the next one the recalculation is made according to the number of days when the child was in the nursery.
  • In fact. The receipt is issued for the number of days the child actually left.

What percentage is returned for kindergarten?

According to paragraph 5 of Art. 65 of the Law "On Education" parents are reimbursed part of the payment for the kindergarten. The amount of compensation is established by the regulatory acts of the constituent entity of the Russian Federation. It must not be less than:

  • 20% for the first;
  • 50% for the second child;
  • 70% for the third and subsequent children.

The average fee is determined by the legislation of the constituent entity of the Russian Federation. For example, attending a kindergarten costs 900 rubles a month. The cost of one day of stay is 39.1 rubles. The child attended a children's educational institution for 14 days. 14 days * RUB 39.1 = 548 rubles. Compensation for the first child - 20 percent. Therefore, 548 rubles * 20% = 109.6 rubles will be returned to the payer.

How to get compensation for kindergarten?

The parent or legal guardian who pays the fee can make the payment.

  • The application and the necessary documents are submitted by the head of the preschool educational institution. Papers are handed over in originals. Copies are taken in kindergarten (or at home, but then you must provide the originals for verification).
  • Lists of persons and papers are transferred to higher authorities responsible for assigning compensation payments.
  • There is an appointment of compensation for the kindergarten.

Once every 3 months, the provided information is monitored.

  • statement;
  • passport of the parent or legal representative;
  • birth metrics for all children;
  • bank statement with account details.

The application is filled in according to a certain pattern. It can be taken from a preschool or found online.

The application must indicate:

  • The name of the preschool institution and its number.
  • Name of the manager.
  • Name of paying parent, residential address.
  • Title of the document: "Statement ...".
  • Request for compensation for content.

Compensation for kindergarten - when are they transferred?

In accordance with paragraph 6 of Art. 65 of the Federal Law "On Education", the procedure and terms of payments are established by the executive bodies of the constituent entity of the Russian Federation. As a rule, a refund is made every month or once a quarter.

Usually, by the 9th day of the month following the settlement month, funds are transferred. On the tenth, reports are submitted to the district education department, no later than the 12th - to the regional education department. Until the 15th, a report is submitted to the federal agency.

Are there any payments for the lack of places in kindergartens?

At the federal level, no allowance is paid if there are no places in kindergarten. In some regions of the country, local legislation provides for payments to non-working mothers or fathers.

You can find out about social assistance in the social protection authorities of the population of the region of residence. If material support is provided, then it is necessary to collect a certain list of papers and submit them for consideration. For example, payments are available in the Chelyabinsk, Arkhangelsk, Smolensk regions, Krasnoyarsk, Perm regions, etc.

In some regions, the problem with places in kindergartens (after 3 years) was solved by reducing the number of nursery groups or completely closing them. On the one hand, this is a positive thing, since a parent has the right to be on leave to care for a child up to 3 years old. On the other hand, payments stop when the baby turns one and a half years old.

Using maternity capital to pay for kindergarten

According to Art. 7 of the Federal Law "On additional measures of state support ..." maternity capital can be used for education. In accordance with Art. 11 funds can be used to pay for the services of an accredited educational institution. The rules for managing funds were approved by Government Decree No. 926 of December 24, 2007.

The family has the right to use MC to pay for kindergarten services. In this case, it is necessary to provide the Pension Fund with an agreement concluded between the preschool educational institution and the parent for the provision of services, as well as the calculation of the fee. Based on the documents provided, the money is transferred to the current account of the educational institution.

Important: you can do the same with paid circles both in the kindergarten and in other educational institutions with accreditation.

In this way, the paying parent can receive compensation for the daycare. Payments should not be less than the established values ​​at the federal level (20%, 50% and 70%). The procedure and terms of compensation are established by regional legislation.
